Open call for comments: Ex Post Evaluation Toolkit for Climate Change Adaptation Projects
The AF-TERG is calling on experts, evaluators, and all stakeholders in the climate adaptation field to review the toolkit and share your valuable feedback.
The Adaptation Fund’s Technical Evaluation Reference Group (AF-TERG) is pleased to announce the release of its new Toolkit for the Ex Post Evaluation of Adaptation Interventions. This comprehensive guide aims to support the evaluation of adaptation projects by providing a structured approach to assessing sustainability and long-term impact.
The toolkit is designed for use by implementing entities, evaluation contractors, and stakeholders involved in climate change adaptation projects. It offers practical resources and methodologies for conducting evaluations after a project’s completion, focusing on how interventions contribute to building resilience and adapting to climate change.
Key features of the toolkit include:
- Structured Evaluation Methodology: Guidelines for assessing the sustainability of adaptation interventions.
- Roles and Responsibilities: Clarification of roles within the Adaptation Fund partnership and detailed reporting procedures.
- Rating Scales: Tools for evaluating the long-term outcomes and impacts of adaptation projects.
Why This Matters: Ex post evaluations are crucial for understanding the sustained benefits of adaptation projects and for improving future interventions. Despite their importance, such evaluations are rarely conducted due to challenges like limited funding and data access. This toolkit aims to address these gaps by providing clear, actionable guidance for conducting thorough and effective evaluations.

The toolkit was drafted by Mariana Vidal Merino and builds upon the methodology developed by Jindra Cekan/ova and Margaret Spearman under the guidance of Dennis Bours and support of Caroline Holo. The AF-TERG focal point for this work is the AF-TERG member Susan Legro.
