Regions4 and its climate initiative RegionsAdapt invites its members to attend its RegionsAdapt Community of Practice on “Loss and Damage at the Subnational Level: Turning Challenges into Action for Resilience Communities”

This session brings together key stakeholders to discuss the role of subnational governments in addressing Loss and Damage (L&D). Through insights from Scotland’s leadership, local project experiences, and city-level innovations, participants will explore economic and non-economic dimensions of L&D, financing mechanisms, and strategies for effective advocacy. The agenda includes expert presentations, interactive discussions, and audience participation, aiming to identify barriers, opportunities, and pathways for integrating L&D into local policies. Concluding with reflections on global advocacy, this session will help shape subnational contributions to COP30 and beyond.

The session will also underscore the specific roles that regional governments can play in tackling this issue. Throughout the session will showcase the initiatives of Regions4 and RegionsAdapt members who inspire active participation and commitment to advancing regional climate action and equity, encouraging sharing of best practices among regions. 

  • Introduce the notion of climate-change induced Loss and Damage 
  • Understand the role of subnational governments in addressing Loss and Damage within the global climate framework. 
  • Showcase practical experiences and ongoing work on Loss and Damage at the subnational level, including case studies from RegionsAdapt members and international partners. 
  • Discuss key challenges and opportunities for subnational government to develop robust projects and mobilise finance for Loss and Damage 
  • Identify entry points for advocacy to ensure subnational perspectives are reflected in global Loss and Damage discussions, including at COP30.
