Rangasa, is a committed and sincere environmental activist and climate change adaptation advocates. He is the LCCAD Executive Director and Resident Trainer for 2017 Leagues of Municipalities and Cities in the Philippines National Roll-Out for the Local Climate Change Action Plan (LCCAP) Formulation in the 1,700++ local government units in the country.
Presently, he initiated the Mainstreaming Climate Change Adaptation, Disaster Risk and Vulnerability Reduction Integration Across K to 12 Education Curriculum, is a component of the series. Lessons were so organized that climate change objectives were mainstreamed, integrated and incorporated into the subject area, skills, values and contents as naturally as possible. The basic materials, discussions, practice exercises, and evaluation were carefully selected to fit the experiences, language and reading skills of the target learners. Moreover, the activities and exercises can be answered by the students on their own even at home.
No Learning Materials for basic education were released since the conception of the Climate Change Act of 2009 as amended, and the Philippine Disaster Risk Reduction and Management Act of 2010. Thus being eight (8) years too late, LCCAD initiated the K to 12 Learning Materials on CCA & DRVR convergence and integration to be used by the Filipino children in the country. These learning materials are the first in Asia and first in the world.
Rangasa pushed that the climate change adaptation (CCA) and disaster risk and vulnerability reduction (DRVR) convergence principles and concepts have been integrated and calibrated periodically in five major subjects and levels of the Learning Materials: Araling Panlipunan, Filipino, English, Mathematics and Science including assessment for the students, parents and teachers.
