Manuel “Nong” C. Rangasa is known as the Community Adaptation Practitioner and Chairman and Executive Director of Local Climate Change Adaptation for Development (LCCAD) Inc. He advocated for the early passage of two laws, Republic Act 9729 (Climate Change Act of 2009) and Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010). He previously served as the Project Manager of the United Nations Millennium Development Goals Achievement Fund 1656: Albay Demo (Governance component) Joint Programme (JP) among the Government of the Philippines (GOP), Government of Spain (GOS)/AECID and the United Nations Development Programme (UNDP) and first Executive Director of the Provincial Government of Albay-Centre for Initiatives and Research on Climate Adaptation (CIRCA). He conceptualized and brain behind for the establishment of the Climate Change Academy for LGUs in the Philippines. He is a member of the Philippine negotiators to the United Nations Framework Convention on Climate Change (UNFCCC). He pioneering various national and local conferences on climate change adaptation and disaster risk and vulnerability reduction. He initiated Mainstreaming Climate Change Adaptation Integration into Curriculum in all levels & areas in partnership with the Department of Education-Albay Division, University of the Philippines Los Banos (UPLB) experts and United Nations Development Programme (UNDP) and AECID, first in the Philippines, Asia-Pacific and in the world.
