A respected expert combining Environmental Management, Climate Adaptation, Clean Energy and Infrastructure expertise with proven interpersonal skills to influence and persuade in public and private sector issues. Extensive experience, resources, and contacts in all CAFTA DR Countries, plus 35 years of working experience locally and abroad. Served as Minister of Environment and Natural Resources of El Salvador, directly involved in negotiations of the Environmental Chapter of the CAFTA-DR Trade Agreement. A consultant having performed work for IADB, UNOPS and the Central American Integration System (SICA). Participated and contributed in the establishment of the Global Adaptation Institute, now the ND-GAIN and part of the Global Adaptation Initiative at the University of Notre Dame.
