SEPLASA
Created in 2017, SEPLASA stands for the Secretariat of Sectoral Planning for the Environment, Energy, Seas and Territorial Planning. It acts as a support and technical advisory body for the Rector Minister and the sectoral authorities (Costa Rica’s Ministry of Environment and Energy) and has the following functions:
- Advise, prepare and evaluate plans, programs, projects and proposals in accordance with the National Planning Law and other related legal provisions.
- Conduct in an integrated and participatory manner the process of formulating the National Development Plan, as well as other sectoral policies required to give coherence and consistency to the goals, their monitoring and evaluation.
- Provide inputs for planning, evaluation and monitoring of the Sector in order to provide elements to the Rector Minister, for an efficient and effective implementation of public policies.
- Advise and support the Rector Minister and the National Sectoral Council for the Environment, Energy, Seas and Territorial Planning in the processes of coordination, programming, monitoring and evaluation of PND policies and programs and other medium and long-term public policy instruments linked to the sector, in accordance with the guidelines contained in the political reference framework established by the Ministry of the Environment itself, with the National Planning Law and other related legal provisions.
